How are domestic rates calculated in Northern Ireland?

In short: Your bill equals your property's capital value multiplied by the sum of the regional rate (set by the Northern Ireland Executive) and your council's district rate. A £200,000 home with combined rates of 0.0083 pays roughly £1,660 before reliefs.

Capital values are on the domestic rates register — generally based on 1 January 2005 values for existing homes. New builds are valued on completion.
Rates are not Council Tax bands — each of the 11 districts sets its own district rate annually alongside the regional rate.
Water and sewerage are included in the regional rate; there is no separate domestic water bill.
