Where UK personal-finance rules differ in Scotland, Wales and Northern Ireland — Scottish income tax bands, LBTT (Scotland), LTT (Wales), Adult Disability Payment and the main Northern Ireland differences.

Scottish income tax bands 2025/26
Scottish taxpayers (people whose main home is in Scotland) pay six bands of income tax on non-savings, non-dividend income in 2025/26: 19% (starter), 20% (basic), 21% (intermediate), 42% (higher), 45% (advanced) and 48% (top). Personal Allowance of £12,570 still applies. Savings and dividend income are taxed at UK rates regardless of where in the UK you live.

Scotland LBTT vs SDLT — UK property tax compared
Scotland charges Land and Buildings Transaction Tax (LBTT) instead of SDLT. Residential LBTT bands start above £145,000 (or £175,000 for first-time buyers) and run to 12% above £750,000. The Additional Dwelling Supplement (ADS) for second homes and buy-to-let is 8% (raised from 6% on 5 December 2024). SDLT applies to property in England and Northern Ireland only.

Wales LTT vs SDLT — Welsh property tax compared
Welsh property buyers pay Land Transaction Tax (LTT) administered by the Welsh Revenue Authority. The main residential rates start at 0% up to £225,000 and rise to 12% above £1.5m. There is no specific first-time buyer relief in Wales (the £225,000 nil-rate band is already higher than the English equivalent). Additional properties pay a separate higher-rates table, from 5% up to £180,000 to 17% above £1.5m.

Adult Disability Payment in Scotland (vs PIP)
Adult Disability Payment (ADP) replaced PIP for new claims in Scotland from August 2022. The rates and overall structure mirror PIP, but the decision-making process is led by Social Security Scotland rather than DWP, with no face-to-face assessment by default, no '20-metre rule' enforcement in the same way, and the right to bring a supporter to any consultation. Existing PIP claimants in Scotland have been transferred to ADP in stages.

Northern Ireland personal finance — key differences
Northern Ireland uses the rest-of-UK income tax bands (no devolution) and full SDLT (same as England). Council Tax does not exist — householders pay a 'rate' set by the council and the NI Executive. Tell Us Once is not available; nidirect operates a separate Bereavement Service. Some benefits are administered locally but mirror DWP rules.

Council Tax Reduction in Wales is a means-tested discount administered by your local council. If you are on a low income or receive certain benefits, you may pay nothing or a reduced bill. Apply through your council — there is no single UK-wide application portal for Wales.

Scottish Council Tax Reduction is administered by your local council based on income, savings and household circumstances. People on Pension Credit Guarantee or low incomes may pay reduced Council Tax or nothing. Water and sewerage charges are billed separately in Scotland.

Welsh income tax bands 2025/26
Welsh taxpayers pay income tax on earned income at rates set by the Senedd within UK-wide bands. For 2025/26 the rates are 20%, 40% and 45% on the same thresholds as England. PAYE codes use a C prefix. Savings, dividend and National Insurance rates are UK-wide.

Sequestration is Scotland's form of bankruptcy. MAP suits low-income households with few assets (fee £90, debts from £1,500). Full administration requires debts of £5,000+ (fee £150). Accountant in Bankruptcy manages the process; discharge is typically after 12 months.
